Summarize purpose of the contract, including why it was necessary: The purpose of the contract was to get assistance in developing ways to optimize investments on MnDOT's freeway interchanges from a system-wide perspective. No other DOT has done this type of study, and expertise from outside our agency was needed. In addition, having a consultant ensured MnDOT as an agency did not favor a particular outcome of the study.
MnDOT also did not have sufficient resources to conduct the study in a timely manner.
