The purpose of the contract was to complete the WRAPS/TMDL project for the Upper and Lower Red Lakes HUC 8 watershed as part of the Agency’s watershed approach to assessing all of the waters in the state within 10 years on a watershed basis.

It was determined that this should be a single source contract because the Upper and Lower Red Lake Watershed largely is contained within the Red Lake Nation which is a closed reservation. The Red Lake Nation Department of Natural Resources (DNR) has the skill, local knowledge and capacity to do the work necessary to complete the WRAPS project. If any other entity would have been chosen to complete this work, they would have had to receive permission from, and be accompanied by, Red Lake DNR staff to conduct the field work necessary to complete the project anyway. The project cost would have been higher as we would have had to compensate them for their time to accompany another contractor.

Satisfactory. The project didn’t finish on time. However, that was through no fault of the contractor. Their subcontractor had a medical leave, there were weather issues that prevented field work to occur as scheduled and COVID 19 caused delays at the end of the project.

Satisfied. Using this contractor added value to the project in the form of local knowledge that would not have been available had we not used this contractor. The local knowledge they provided was very beneficial to the outcomes of the overall project and will result in a product that is very usable by the local units of government as well as the Red Lake Nation. The relationships that were developed between the Red Lake Nation staff and the MPCA Watershed Division staff will be beneficial for water quality project implementation projects and other environmental work that crosses the reservation boundaries in the future.
