During the current ongoing development process, MNIT required a full time quality assurance (QA) analyst, who could provide as needed QA tests and requirements fulfillment and defect tracking during the NewAILMS development period.

Contractor often looked at her cell phone during the work hour in office, per the staff who was sitting next to that contractor’s cube. Her timeliness was not good.
Contractor is a nice lady, who talked softly and politely. Contractor had communication issues, with business stakeholder/developers and IT staff, to understand the business requirements. Without knowing the requirements in detail, she couldn’t construct useful test cases.
The vendor, Professional Consulting Inc., submitted the cost at $68.00 an hour, which is below average QA consultant’s rate. The contractor mentioned that she was not aware of the contracted rate. When she knew the rate the first time, in a status meeting, she asked “ Is that the rate State pays to Professional Consulting Inc?” Then she broke into tears. (The contract amount and rate are public information)
She didn’t perform the desired testing cases, but reported she did. She was not motivated. State Business lead person / developers often complained about her lack of interest of trying to understand the business rules to be implemented in the system.
