Summarize purpose of the contract, including why it was necessary: The Ecological Risk Assessment (ERA) framework for a Step 2 Screening Level Ecological Risk Assessment (SLERA)/Step 3A Baseline Ecological Risk Assessment (BERA) and the recommendations outlined in the document Fiscal Year 2019 Preliminary Ecological Risk Assessment (Preliminary ERA) dated June 2019, and the feedback provided by the MDA will aid in making risk-based decisions. The decisions will determine if further ecological risk assessment or remedial actions for the Skunk Creek area of the Kettle River Company Creosote Site are necessary.

If this was a single source contract, explain why the agency determined there was only a single source for the services (if applicable) The first phase of ecological risk assessment in Fiscal year 2019 was established from a single source. The second phase of ecological risk assessment was a continuation of the first phase. A proposal was only requested from AECOM Technical Services, Inc. (AECOM) in an effort to maintain project continuity. AECOM has in-depth knowledge and expertise pertaining to this part of the project that no other contractor has, essentially making it a sole source.
