Summarize purpose of the contract, including why it was necessary: Staff augmentation resource to perform Developer/Programmer duties for the Energy Environmental Review and Analysis (EERA) program. The EERA program is responsible for regulating large wind energy facilities. The EERA program required the development of a small, focused application to share with the Public Utilities Commission (PUC). The application improves efforts to track and monitor compliance with the mitigation measures incorporated in PUC site permits for large wind energy facilities. A prototype of the application had been created in Access, and the contracted resource was responsible for converting the application to Java and implementing it.

Evaluate the contractor's timeliness The contractor was very timely both in responding to the contract and in the resource performing the work and completed the project on time.

Evaluate the contractor's quality The resource assigned to this project was exemplary and exceeded expectations.

Evaluate the contractor's cost The hourly cost was similar to other vendors that provide similar services, however, the vendor used less than the anticipated hours, which saved us money.

Evaluate the contractor's overall performance Good. We were concerned when the vendor re-assigned the resource that was on our project to another project elsewhere about a month prior to the end of the contract, but the resource continued to work on our project a couple days a week and was still able to complete it on schedule and under budget.
