Evaluate the contractor's timeliness HDR was always tmely with their deliverables and communicatons.

Evaluate the contractor's quality Quality of work was high but we did have challenges incorporatng the joint plans with the city.

Evaluate the contractor's cost The consultant's cost was high when compared to the length of the project but considering the challenges we faced with staging and trafc control, it was appropriate.
