The first two components of the Implementation Series focused on leadership quality and teacher/adult capacities. The final project focused on system change and system building. The contract was necessary due to Fullan’s expertise in educational system building. And, his work in particular, of leading districts beyond alignment on paper to achieving coherence in action.

The development of the Coherence Framework is the only research-based model of its type that is designed to build the knowledge and skills of school district education leaders needed to foster greater coherence and capacity to implement effective, sustained Pre-Kindergarten to Grade 3 systems to improve student outcomes.
