Evaluate the contractor's timeliness Over the 5 year life of the contract the contractor was on time with most deliverables.

Evaluate the contractor's quality There were concerns over the life of the project on how data was to be interpreted that affected end reports. This could be traced back to failure to establish guiding questions at the beginning of the project and lack of collaboration time over the life of the project. At times contractor staff had many projects to handle and it felt like MDE’s project was put as a lower priority. However, when this was brought to the contractor’s attention, it was addressed. MDE has taken this as a learning lesson and is applying it to new contracts to ensure collaboration starts at the onset and sufficient contractor staff time are being dedicated to a project.

Evaluate the contractor's overall performance Contractor took steps to clarify issues and improve the products when it was made clear we would be rebidding the project. They took steps to rectify the situation and accepted a no-cost extension to complete the work to MDE’s standard.

Describe any negative action taken during the duration of this contract (i.e., termination, pursuit of suspension, etc.): Issues MDE had with the contractor’s performance had to be escalated to senior management within their company and were then addressed by the contractor. We provided a no-cost extension to complete the contract.
