Summarize purpose of the contract, including why it was necessary: Every state has some training for snowplow operators and supervisors with each training program has some very strong and
some weak aspects. Clear Roads had identified the best and most extensive training materials from all its member states and
partners, but sought a third party to organize these materials into classroom courses that could be utilized by any Clear Roads
states. A training program for use by all member agencies that provides the flexibility for each state to modify or update the
training modules, as needed and the goal of this project was to have a contractor use existing resources to develop
presentations, course guides, exams and other support materials.
