Contractor had challenges providing jobs to clients due to the changing job market. Placements after the first year declined for the clients.
Job referrals were somewhat limited to the vendor's contacts. There could have been more collaboration with other community based and government entities that provide employment services, training and placement. The quality of placements was also affected by multiple changes in personnel.
The contractor did not spend what was budgeted on the project. We were able to shift unspent dollars to other services.

We chose not to terminate the contact because they did a good job with preparing individuals for work and referring them to transitional jobs that were in their network. We were looking for a broader employment base especially since they were providing subsidies to employers.
