Evaluate the contractor's overall performance HNTB did a nice job. Ramsey County will be leading the construction project. Having another agency in the mix always complicates the VE study – team members, collecting the appropriate information, etc. HNTB rolled with all of it and did a very nice job. There were some good cost saving recommendations that came out of this study..
