BWSR oversees Clean Water Fund grants to eight Technical Service Areas which are comprised of individual soil and water conservation districts operating jointly through Joint Powers Agreements. As the State oversight agency for soil and water conservation districts and state grants to them it is important there is sound management and administration of the Technical Service Areas to ensure proper use of state funds and that soil and water conservation objectives are established and being met. As the role of Technical Service Areas has expanded along with amount of grant funds that they administer this project will support the agency’s statutory responsibility to assure that they are well managed and that use of state funds adheres to state laws and policies.

Freshwater stayed on track with regards to meeting deadlines and was flexible in adjusting timelines when scheduled meeting dates for clientele listening sessions needed to be changed to accommodate spring workloads of SWCD staff and Board members.
Freshwater's work was consistently of high quality. Effort extended to get written and verbal feedback from workgroup participants went beyond what was expected and added quality to the overall project and final report and recommendations.
