Evaluate the contractor's timeliness Deliverables were on time and emails were followed up in a timely manner.

Evaluate the contractor's quality Quality was a concern throughout. KH hadn't worked with D7 before. Many comments during plan reviews. Instituted a 95%
plan review which isn't typical. That said, they followed up on the comments appropriately.

Evaluate the contractor's cost I didn't initiate the contract so I can't speak about cost negotiations.
