HW 65 REDUCED CONFLICT INTERSECTION ANALYSIS

The purpose was to document the state of national practice on reduced conflict intersections, to determine the ideal
intersection configuration for TH 65 at Viking Boulevard, to write a report documenting the methods and findings, and to
produce and educational video. It was necessary to enter into a contract for this because MnDOT staff did not have time
available to do all this ourselves. In addition, we wanted and benefited from the independent perspective of the contractor to
let us know if our hypothesis was correct that a reduced conflict intersection would be the best solution to address safety and
mobility needs at TH 65 and Viking Boulevard. Consultant also brought special expertise to the table in traffic modeling and
communications, and in creation of the educational video.

The contractor was timely. Timely with deliverables, and timely in responding to inquiries.
We were pleased with the contractor's quality and would be happy to consider this contractor again should there be need for
similar work at other intersections or on other corridors in the future.
In my judgment, MnDOT paid a fair price and received a good value for our money. The contractor was justly compensated and
gave us every penny's worth.
