costs are growing at an exponential rate, especially legal costs, since the adoption of legislation in 2006. While many
stakeholders have opinions on why costs have risen, no one has come up with any ways to rectify the situation. This research
helps identify problem areas so stakeholders may take action to improvement their right-of-way acquisition processes and
reduce the overall costs
