The purpose of the project was to determine if IR cameras could be used to detect vehicle occupancy. This equipment could
then be used to enforce the MnPASS lanes. We needed a contract with the UMN as they had knowledge about IR camera
systems.

Project was behind schedule due to problems that arose with some of the field testing of the IR camera systems. UMN team did
need occasional reminders of upcoming deadlines.
UMN team had knowledge of IR camera systems. We were surprised that the system didn't work as planned as we were building
off of previous research with IR cameras however the team was flexible in trying to make an IR system work.
The contractor costs seemed appropriate for the work that was completed
