Summarize purpose of the contract, including why it was necessary: The purpose of this contract was to create a statewide communications and outreach campaign to promote the Minnesota Agricultural Water Quality Certification Program (MAWQCP). The MAWQCP was initially piloted in four small watersheds and in July 2015 the program expanded statewide. This created a need to scale outreach and communications efforts from producers and landowners in the four pilot project areas to a statewide audience. The primary goal of this campaign was to promote participation in the MAWQCP. The secondary goal of this outreach and communications campaign was to increase program awareness among both eligible participants and the general public statewide. To achieve these goals Colle McVoy developed a media relations strategy for the MAWQCP, developed and placed advertisements and created innovative infographics and digital outreach materials that are still being used by the MAWQCP during promotional activities.

Evaluate the contractor's timeliness Colle McVoy (doing business as Exponent PR) was timely and prompt in all of their communications with the MDA staff. Their responsiveness was truly exemplary.

Evaluate the contractor's quality The work of Colle McVoy was outstanding. They developed an outreach campaign and outreach materials that have definitely helped grow our program.

Evaluate the contractor's cost Colle McVoy's cost was on par with the other contractors who submitted proposals. Their rate for governmental agencies is $144 per hour.

Evaluate the contractor's overall performance Colle McVoy was great to work with. Our project manager essentially became MDA staff during the contract period and their work product was outstanding.
