Summarize purpose of the contract, including why it was necessary: The project will develop a draft and final elements of the Multimodal Unfunded Needs Plan, as directed by MnDOT’s Office of Transportation System Management. The final draft plan will include a tiered list of multimodal projects that MnDOT would undertake given additional funds. The consultant will be responsible for assisting in the development and deployment of outreach held throughout the state, including the potential of online engagement.

The plan will contain a tiered list of multimodal projects that would be undertaken given increases in various funding streams. It is the goal to be able to demonstrate to stakeholders and policymakers what an articulated vision of increased transportation spending looks like that would be desirable as well as practicable to deliver within the next 10 years. This plan will align with Minnesota GO, the Statewide Multimodal Transportation Plan and the Minnesota State Highway Investment Plan, and other relevant planning documents.
