Summarize purpose of the contract, including why it was necessary: The State contracted with American Engineering Testing, Inc. to complete bituminous plant monitoring services for bituminous mill and overlay on US Highway 63 (US 63) under SP 5509-79. The project spans from Minnesota Trunk Highway (TII) 30 to 28th Street in the city of Rochester. The construction work tasks included bituminous mill and overlay, culve1t extensions, grading for turn lane extensions and guardrails installations and other necessary safety improvements associated with the project. Contractor provided bituminous plant inspection services under the supervision of a registered professional engineer. The data obtained from the inspection assisted the State to determine whether the project is completed in conformity with the contract provisions, construction plans, Special Provisions, and MNDOT Standard Specifications for Construction.
