Transit Restructuring Planning Study

The purpose of the contract was to conduct a planning study of two geographic areas in Minnesota and evaluate the potential for restructuring, consolidation, reorganization and cooperation between systems. The contract is necessary because the study will set up multiple transit agencies to coordinate their services, thus providing greater efficiencies with respect to their bottom line, the amount of service they provide, the geographic areas they cover, and/or their administrative requirements such as reporting and compliance. The 3c’s of cooperation, coordination and consolidation have been goals of MnDOT’s Office of Transit since 2011, and this study will give the transit systems the actual analysis and tools they need to be able to move forward.

Contractor’s work was good quality and fulfilled the requirements of the scope. The contractor was on time with deliverables and met the expectations and goals of the study
The Contractor’s cost was reasonable and consistent with previous studies and the level of effort.
Overall, the contractor provided good results based on the scope and direction from MnDOT. Although the project needed extra assistance in the project direction from MnDOT, the results of both projects were positive and helped develop a vision for transit in each study area.
