Evaluate the contractor's cost Higher than expected considering the alignment investigation should have reduced most of the ambiguity associated with the project.

Evaluate the contractor's overall performance I was satisfied with the overall performance and would use this contractor again. A couple of items I would change in the future: Discuss delineation of testing services around 75% CD, better define the permitting/regulatory submittal plan better. The contract was responsive to all requests.
