Evaluation of Work Zone Safety Using the SHRP 2 Na

The naturalistic driving study data (NDS) collected by the Strategic Highway Research Program (SHRP) 2 offered a rare opportunity for a first-hand view of work zone safety critical events. Using these data, actual driver behavior was observed. Additionally, using forward roadway views, a determination could be made as to whether the event was actually work zone related. This project conducted research and analysis to answer the following research question: What role do speed and distraction play in work zone crashes and near crashes? Quantifying the impact of distraction and speeding is important so countermeasures can be selected to reduce the occurrence of work zone crashes.

The results of this project are:
• Detailed Phase I Final report
• Detailed Phase II Implementation Plan

This contract was necessary to advance the overall transportation safety initiatives of Minnesota, including Toward Zero Deaths. The outcomes of this contract directly improve the safety of State and private workers in work zones and developed strategies to minimize risk for drivers and workers.

Contractor was able to conduct research project in a compressed timeframe and meet the research objectives.
Project quality was above average in terms of time management and production.
Contractor was very fiscally responsible in their costs needed to complete the tasks in this agreement
Overall the contractor did a great job of managing this overall effort. This project entered uncharted territories and successfully navigated some choppy waters to produce a state of the practice outcome related to potential work zone related items impacted by driver distraction and speed. Would engage contractor for further studies in the future.
