Summarize purpose of the contract, including why it was necessary: The State was in need of bituminous plant monitoring services and project documentation for construction of SP 2404-39 on Trunk Highway (TH) 65, SP 2406-47on TH 69 and SP 8826-138 on TH 251. The construction work tasks included bituminous mill and overlay and all necessary improvements associated with the project. The Contractor provided all services under the supervision of a registered professional engineer. No other State agency had employees with the required expertise available to complete this work.
