Summarize purpose of the contract, including why it was necessary: Due to the volume of work for this construction season, the State needed assistance from a contractor to provide construction field inspection, materials sampling and testing, bituminous plant monitoring and project documentation services for construction of SP 8580-163 on Interstate 90 (I-90) and SP 8502-33 on Trunk Highway (TH) 43, respectively. The construction work tasks included bituminous mill and overlay, culvert repairs, guardrail repairs and other associated work. The Contractor completed the required services under the supervision of a registered professional engineer.

The issue was timing. By the time it was determined that additional inspection work was necessary to complete the construction, there was no time to stop construction and advertise for a different contractor to provide the additional inspection.
