Summarize purpose of the contract, including why it was necessary: The purpose of the contract was to assist MnDOT with a review and update of the 2011 MnDOT Noise Policy and to address the findings and recommendations of a 2013 Noise Barrier Audit conducted by the MN Office of Legislative Audit. The assistance of URS allowed MnDOT to address a key recommendation of the audit which was to “increase transparency in its noise barrier policy decision making”. This contract allowed an outside party to facilitate advisory and technical committees to ensure that a transparent process was used to address the needed updates and clarifications to the 2011 MnDOT Noise Policy.

Evaluate the contractor's quality All of the Contractor’s work was of high quality and required very little re-work.

Evaluate the contractor's cost The Contractor’s costs were reasonable and fair. No excess time was spent on tasks that weren’t directed by the Project Manager. The project was completed under budget.

Evaluate the contractor's overall performance I was pleased with the Contractor’s overall performance and the final product (2015 MnDOT Noise Policy). The Contractor had additional staff available when timelines were tight. The Contractor was an exceptional facilitator of the entire Noise Policy review process. It was a great team effort!
