Evaluate the contractor's quality The consultant delivered high-quality coordination timing plans for all corridors that had excellent two-way progression with the lowest possible delay for the cross street.

Evaluate the contractor's overall performance Both consultants in the consultant team have a lot of skill and experience in developing signal optimization timing plans and that was shown in the results of this project which will save the public $5.8 million/year in user benefits.
