Summarize purpose of the contract, including why it was necessary: MnDOT CRU has completed a study of trunk highways built between 1956-1970; however, there has not been a systematic historic road study done of state roads built before 1956. Without a systematic statewide evaluation of this group of properties, they will need to be evaluated on a project-by-project basis, causing project time delays and likely leading to more being found to be significant (since they would not be evaluated as a group, but on a case-by-case basis). The creation of a context and the development of criteria would help streamline future District project reviews and save costs. This project would be the development of a historic context for state-owned roads built before 1956, and the criteria for significance. The criteria would then be applied to TH 61 from Duluth to the Canadian Border as a pilot study.
We hired qualified persons to assist state employees to complete a large amount of work in a short amount of time, in order to keep the project running smoothly and meet tight deadlines.
