The original District Safety Plans had become dated since their origination in 2008-2012. These revised plans used the most recent analytical technics to identify highway locations with greater risk for fatal and serious injury crashes, while also identifying countermeasures and projects that can mitigate that risk. The overall goal is to provide districts with an overall plan of projects and locations to implement.
This contract was necessary to continue the safety initiatives of the Department of Transportation, such as Toward Zero Deaths, by identifying and implementing safety measures in a strategic and cost effective manner. It was reasonable to use a contract for this work due to limited availability of staff to take on this initiative and for the needed expertise to take a comprehensive, statewide approach to the District Safety Plans.
