The contract began as a result of an RFP for prior authorization medial review and related services. Due to legislative changes, medical review of Emergency Medical Assistance Care Plan Certifications and retrospective medical review of rehabilitative services were added to the contract. Following the expiration of the medical review services contract, the contract was extended to require Telligen to continue to hold medical records for the department for one year.

During the first year of the contract, the Contractor was unable to complete the work within the contract guidelines. The state made several adjustments to the work assigned and the Contractor did meet expectations for timeliness after that. It should be noted that the first month of the contract coincided with the State Shutdown of 7/1/2011 which meant that state staff were not available to answer policy questions for several weeks.
The Contractors medical review staff performed all tasks as required by the contract and the quality was acceptable.
There were no cost overruns or requests for cost increases during the term of the contract. The initial compensation amount was established via RFP and was less costly than other bids.
the medical review staff was excellent. The contractor had some management issues in the first year of the contract, but these were resolved. Overall we are satisfied with the Contractor's performance.

The Department requested corrective action in the first year of the contract due to missed deadlines. The Department re-bid the prior authorization medial review part of the contract early, with a new contractor taking over April 1, 2013. However, the department did continue with EMA and retrospective review parts of the contract.
