IMPACT OF EXEMPTING LOW LEVEL SPEED VIOLATIONS

For several years, Minnesota has had a law stating that anyone who received a citation for exceeding the speed limit in a 55 or 60 mile per hour zone, but still travelling less than 65 miles per hour, would not have the citation recorded on their driving record. This law was changed such that any speeding violation less than 10 miles per hour over a 55 or 60 mile per hour speed limit would not be recorded, starting August 1, 2012.

In making the change, the Legislature also required "the commissioners of transportation and public safety jointly submit a report on recording speed limit violations on a person's driver record to the chairs and ranking minority members of the legislative committees with jurisdiction over transportation policy and finance. The report must include analysis based on empirical data of impacts on public safety, frequency of speeding, crash rates, travel time efficiency, travel time reliability, and data privacy that are directly or reasonably attributable to the change to Minnesota Statutes, section 171.12, subdivision 6, made by this act." This research assisted in preparation of that report.

This project was mandated by Minnesota statute to assess the change in Minnesota speed limit law. The Principal Investigator for this project had the time, expertise, and resources to complete the study.
