Summarize purpose of the contract, including why it was necessary: The Federal Safe Routes to School program in SAFETEA-LU funded both infrastructure and non-infrastructure projects supporting the 5 E’s (Education, Encouragement, Evaluation, Engineering and Enforcement). Safe Routes to School Plans for schools and school districts evaluation the existing conditions of all 5 E’s and identify action items to facilitate children bicycling and walking to school. MnDOT staff does not have the expertise or resources to write Safe Routes to School Plans. This contract was for a vendor with expertise to write Safe Routes to School plans. The schools were selected through a competitive grant application process. The vendor was selected through a competitive request for proposals.
