Phase I Archaeological Testing for the TH 23 Bridg

State is proposing to replace or rehabilitate the TH 63 Bridge over the Mississippi River and the TH 63 Bridge over TH 61, as well as potentially making changes to the approach roadway network in Red Wing. The purpose of the Phase I archaeological testing is to determine whether the project area contains any intact archaeological resources that are potentially eligible for listing in the National Register of Historic Places. In lieu of conducting sub-surface testing as a part of this study, Contractor will perform an intensive literature search of this parcel to assess the likelihood that archaeological resources that could be eligible for listing on the National Register are present in this area before additional work is undertaken. State will be conducting independent soils testing in this area, and will provide Contractor with the core descriptions and soil profiles obtained from this testing. Contractor will use this information in tandem with our research to assess the archaeological potential present in and below the contaminated area. All undertakings receiving federal funding must comply with Section 106 of the National Historic Preservation Act of 1966, as amended. No money will be released from the FHWA or any other federal agency to fund projects unless MnDOT can document compliance with the federal law, and it’s implementing regulations. Professionals conducting studies in compliance with 36 CFR 800 must meet the Secretary of the Interior’s qualification standards at 36 CFR 61. The MnDOT Cultural Resources Unit (CRU) staff meets these professional qualification standards; however, the unit has an insufficient number of staff to perform field surveys, while maintaining current workloads reviewing all federal aid highway projects in Minnesota for compliance with the federal regulations. MnDOT has expended a great deal of time and effort developing a pre-qualified consultant program so that a pool of qualified consultants, ale to perform this type of work, is identified and available
