The CICAS was developed and deployed with 80% funding from the Federal Highway Administration. The project was completed through a cooperative agreement between MnDOT and FHWA which specified the University of Minnesota as the contractor for the system. The project was a logical extension of the Intersection Decision Support (IDS) project and the initial design, installation and activation of the CICAS-SSA systems was performed by the University of Minnesota.
