Flash Flood Vulnerability and Adaptation Assessmen

In the Minnesota Statewide Multimodal Transportation Plan, MnDOT identified a risk to the agency’s ability to deliver a safe and reliable highway system due to increased flooding as a result of changing precipitation patterns related to climate change. The plan also highlighted the need to better understand the risk and identify cost-effective options to improve resiliency. MnDOT was one of 19 Climate Resilience Pilot Projects awarded by FHWA as part of an effort to evaluate FHWA’s Climate Change and Extreme Weather Vulnerability Assessment Framework. This contract helped MnDOT conducted a vulnerability assessment of bridges, culverts, pipes and roads along floodplains in two of the department’s eight districts. The project also included an adaptation analysis of two culverts to identify cost effective options for improving the system resilience to increased heavy precipitation.
