Summarize purpose of the contract, including why it was necessary: MnDOT requests responses for the review of grade-crossing signal plans to ensure compliance with Minnesota statutes and rules, to determine appropriateness and adequacy of equipment installed by reviewing material invoices for each project, to ensure that installation is in compliance with the Minnesota Manual of Uniform Traffic Control Devices and to provide technical expertise and design for railroad and traffic system pre-emption. Review of signal plans is required by Minnesota Rule 8830.2125. Signal plan review requires extensive knowledge of railroad signal installation and engineering. No one in MnDOT has the requisite training to perform signal plan review.
