Contractor was needed to provide course, which was designed to help close the achievement gap and support all children's proficiency in reading at third grade. The intended result was to support children’s proficiency in reading through third grade by improving administrator and educator competencies in the following:
• Develop new skills for maximizing opportunities for students to talk and listen throughout the school day and across content areas.
• Focus on the importance of student voice for children of color.
• Build a culture of collaborative inquiry for children and adults.
• Ensure a deeper understanding of the role of student communication in teaching state standards and as a source of formative assessment.
• View and use data in new ways to understand children’s school experiences.

The development of the course is the only course of this kind in the nation and The First School team at FPG Child Development Institute, which is a part of the University of North Carolina, Chapel Hill was specifically named and supported by a grant from the WK Kellogg Foundation. the First School team at FPG Child Development Institute, proposes to deploy this type of unique online course, including follow up coaching as well as train the trainer service to promote student communication in Pre K through third grade education. The First School team at FPG Child Development Institute has the expertise and ability to provide training to MN teachers in order to close the achievement gap and support all children's proficiency in reading up to the third grade level.

Came in under budget of actual invoiced amount of $95,105.12 and was reasonable considering the amount of work needed for this project.
Outstanding evidence in providing the tasks associated with the deliverables associated with the contract. Without hesitation I would recommend this contractor for future project to improve student learning outcomes. The contractor far-exceed expectations in terms of quality and results of improving educator competencies and reach across every Governor’s Economic Development Region. Conservative estimates in the evaluation indicate a reach to approximately 8,000 students to effect change in educational practices to potentially improve reading for children/students at the end of grade three. District educators and administrators reported a high degree of satisfaction with the course content and indicated change in their teaching competencies/professional practices.
