Poor, high hourly rates with the maximum overhead rate.
The contractor was willing to meet all requirements of the contract to the minimal extent possible. The inspector supplied showed little initiative on the project, and there were instances when the cooperation given was below what one would expect. Below average in that the inspector was assigned to primarily inspect bridge piling driving operations, and there were multiple instances of the piling being driven out of tolerance which was not caught by the inspector. This occurred in multiple locations, including in dry conditions. While it was not fully his fault, he did not take any initiative to verify that the pile placement was in conformance with the specifications as one would expect when the contractor had difficulties in multiple locations. The contractor was willing to meet bare minimum requirements only.
5. Below average in that the inspector provided would only meet the bare minimum requirements of the contract signed and showed little willingness to cooperate with the specific needs of the project.
