Indefinite Delivery/Indefinite Quantity (IDIQ) contracts furnish a public owner a contractual mechanism to rapidly expand its capacity to rapidly execute design, construction, and design-build contracts on multiple projects without the need to develop a separate procurement for each project. This research will synthesize state departments of transportation (DOT), Federal Lands Highway Division and federal agency IDIQ experience, benchmarking the state-of-the practice. It will then use a combination of structured interviews with experienced IDIQ project managers and case study research to develop a generic IDIQ framework upon which Mn/DOT-specific implementation guidelines can be produced to add IDIQ to the Mn/DOT procurement toolbox.
