Summarize purpose of the contract, including why it was necessary: Contractor was hired to act as a facilitator for consultant support services for the Municipal State Aid Street Needs Study Task Force committee meetings. MnDOT Strategic plan is to develop a safe, reliable and sustainable transportation system for the citizens of Minnesota. The overall goal of MSAS Needs Study Task Force is to develop a process to create a committee of stake holders to evaluate new systems (needs calculation and/or software) to determine the needs of the Municipal State Aid Cities. The main objective of this Task force is to study the existing needs system and recommend revisions to the method of collecting and evaluating needs to the Municipal screening board. The committee on the MSAS needs study task force comprises of City Engineers and experienced consultants who will provide their expertise and provide a further understanding of creating an effective system of the MSAS Unit. A contract of this nature is also required to complete this work because based on current work load and staff availability and expertise; this work cannot be completed by MnDOT. MSAS needs Unit Manager and staff helps facilitate the meetings in the presence of the Project manager.
