Summarize purpose of the contract, including why it was necessary: The purpose of the contract was to analyze Highway 10 corridor needs and to develop an Access Plan to meet these needs in an affordable way.

Due to other high priority projects and responsibilities, MnDOT staff was unavailable to complete the access planning study on its own. In addition, the consultant brought specialized expertise, including traffic operations analysis, traffic forecasting, planning, stakeholder involvement, public meeting facilitation and consensus building to the project.
