Highway Safety Manual Calibration - Phase II

The Highway Safety manual (HSM) contains a section on Predictive Methods intended to provide science based analytical procedures for estimating the safety of a roadway and how modifications will influence safety. Models and adjustment factors have been developed which requires calibration of the predictive procedures for local conditions. This project used local conditions (crash data, road geometry information, traffic volume data, etc.) to calibrate the HSM predictive procedures for Minnesota facilities.

The results of this project were:
1. A residual analysis of current crash data with summary of findings, recommendations and work plan for HSM calibration within projected budget.
2. Calibration and development of Safety Performance Functions for each model within the HSM.
3. The electronic files used to calculate the calibration numbers.
4. Memorandum detailing methodology and the calibration number for each of the models.

This contract was necessary to advance safety throughout Minnesota by producing a properly calibrated Highway Safety Manual for use by State and local governments on their roadways. It was reasonable to use a contract due to staff limitations and the need to publish the HSM in a timely manner.
