Summarize purpose of the contract, including why it was necessary: MnDOT often acquires right-of-way to build transportation systems. To minimize long and short-term environmental liability from contaminated soil and ground water on properties to be acquired, MnDOT must complete environmental due diligence on those properties to receive liability assurances from the appropriate regulatory agency. Additionally, MnDOT encounters contaminated soil and ground water on those properties which requires specific management during construction. MnDOT seeks to obtain regulatory closure for those contaminated soil and ground water management actions. These actions increase the ability of MnDOT to manage environmental risks and obtain the best liability protection possible.
