Summarize purpose of the contract, including why it was necessary: This Contract is for a historian to carry out a rehabilitation study on the national Register Eligible Red Wing Bridge #9106 for the larger Red Wing Bridge Project in Goodhue County, Minnesota. The contractor will be working closely with HDR Engineering, who will be providing the engineering expertise for the study. The work is necessary for compliance with Section 106 of the National Historic Preservation Act of 1966, as amended (federal regulations at 36 CFR 800) and Section 4(f) of the Department of Transportation (DOT) Act. The contract/work was necessary to meet Section 106 obligations in the cultural resources review process
