Summarize purpose of the contract, including why it was necessary: The purpose of this contract was to publish an illustrated book tracing the history of the Stillwater Lift Bridge in narrative and photographs. The book was to include the complete history of the Stillwater Lift Bridge and its relationship to the community and the cultural landscape.

It was necessary to enter into a contract because MnDOT Cultural Resources staff did not have the availability or expertise to complete this project. The Washington County Historical Society was uniquely qualified and able to do the necessary research and writing, and to meet the project schedule.

If this was a single source contract, explain why the agency determined there was only a single source for the services (if applicable) The main reason that MnDOT had to select WCHS is because it was one of the Stipulations in the Amended Section 106 Memorandum of Agreement, which is a binding document that MnDOT and a number of other Stakeholders have signed. The Section 106 Memorandum of Agreement was a condition for federal approval of the St. Croix Crossing Project, so MnDOT was obligated to carry out the stipulations contained in that agreement.
