Summarize purpose of the contract, including why it was necessary: The contract provided for the support of a technical writer to help MnDOT gather, organize, interpret, and respond to stakeholder comments generated by the public outreach for the legislatively mandated cost participation policy update. Athey Creek provided the same service two years earlier and had expertise to do this again. There was not sufficient staff available within OTSM or OTM&TS to perform these tasks.

For this contract it was important to take advantage of this consultant’s prior experience on the project.

Evaluate the contractor's timeliness The contractor met every deadline and adapted to our flexible meeting schedule.

Evaluate the contractor's quality The quality of the work was superior. The contractor processed a gigantic number of comments and kept them all organized enabling transparency in how comments were addressed.

Evaluate the contractor's cost The contractor’s cost came in under budget. Hours billed were reasonable and well worth the cost.

Evaluate the contractor's overall performance Linda Preisen was fantastic to work with. She understood our project very well and was able to lead us through many tedious conversations as we evaluated and responded to every comment that we received. Linda would often make the first attempts at draft language for the policy manual based on her knowledge of the policy, the comments, and MnDOT’s cost participation philosophy.
