MnDOT has made a commitment in the Strategic Highway Safety Plan to increase the participation of local highway agencies in the statewide safety planning process given that approximately 50% of the severe crashes in Minnesota are on the local system. MnDOT recently completed a project to provide technical assistance to each of Minnesota’s 87 counties that produced Safety Plans identifying high priority safety projects based on the results of a system wide risk assessment.

The product of this project is detailed City Safety Plans for Eagan and St. Paul which document the analytical process, the priority crash types, the priority safety strategies, the outcome of the systemic and crash based analyses and the final list of proactive and reactive safety projects for future implementation.

This contract was necessary to advance the Toward Zero Deaths initiative and to fulfill the commitment made in the Strategic Highway Safety Plan.
