The assessment is an important part of the program as it seeks to increase the training effectiveness and provide meaningful opportunities for minorities, women, and the disadvantaged on Federal-Aid highway projects. In addition, the assessment will help the State to better assist DBE firms remove barriers and compete successfully in the highway construction program.
