This information supports MnDOT operational practices and communications across all districts and supports the development of technical memorandum guidance.

This work was best suited for academic researchers. This work advances MnDOT safety initiatives while maximizing traffic movements and performance within limited budget constraints allowing the agency to make better decisions.
