While we had no firm deadlines, contractor did not act with a sense of urgency. Timely and regular communication was not maintained.
Acknowledging the challenge for the contractor to find suitable properties / locations with willing landlords, I would rate their actual work as fair. In the end, they were unable to find properties that met MSOP's narrow criteria. However, having billed us for only 48 hours over a year's time, it seemed that they lacked initiative to achieve results.
Hourly rate was reasonable. Overall cost was low due to low number of hours worked and billed.
Contractor was ineffective. While it was a challenging task, the contractor was not taking the initiative to put in the hours and effort that might have yielded better results.

After about a year, we told the contractor that MSOP staff would take over conducting the searches so we let this work order expire. Another work order with the contractor remains in effect for leasing properties. The contractor could prove to be a valuable resource in this regard but we have yet to use those services.
