Need a development of the One Watershed One Plan (1W1P) Campaign. The 1W1P not only provides the framework for a more holistic, science-based approach to address water quality on a comprehensive watershed level, but also accounts for the social science aspect needed for water management by including collaboration between local governmental units and the public. One Watershed One Plan will address the need for watershed based and focused implementation plans that will be prioritized, targeted and be measurable.
